A totalitarian government consists of a dictator, and is centralized. The Hunger games has a similar government, where the people have few rights, and the majority of the more powerful people are in the capitol, or center. The people in the districts have to work very hard for very little while the citizens in the capitol don’t work as much, and get a lot more.
The government in the Hunger Games doesn’t give its people many rights as stated by the fact that in some of the districts, the people can’t keep everything they harvest. The games are meant to stop the people in the districts not to rebel, as they had long ago. The majority of the power is held in the capitol, where the government resides.

Katniss waits till the national anthem plays, and then she drops the bees, resulting in a death. She runs away with Rue. They spot some enemy supplies and decide to blow them up.
