Important question: is the M67 overused because it's too strong, or is it too strong because it's overused?
It's very likely that it will take all three grenades to kill someone from full health(it has a max damage of 60-something, which drops off as you get farther from the explosion center) , but as you said, everyone is using them so they appear to be stronger than that. Imo: the only reason M67s are being used as much as they are is because they are simply more fun to use than the other grenades. Being able to bounce them around corners is great! Instead of nerfing a fun weapon (which might not even work anyway) why not add new grenade types that are also fun to use? By increasing the number of options players have, it will reduce the frequency people use the M67 which is a win-win for both the player and the competitive meta game.
