How to know if someone cheater:
their sniper or plasma or any type of gun and their kills.
Plasma kill times 10 (headshots) if it match to XP of plasma, he cheat
BUT
PLamsa kills times 5 (normal kill) if it match to XP of plasma , he no cheat
