rail rifle kinda worthless after new update?

I left warmrise for awhile, came back and there were a few updates and now the rail rifle has a slower rate of fire than the basic sniper. Did anyone else notice, and do you agree its kind of a worthless gun now?

LightningStorm If the old damage from the rail rifle came back, not the present one, the firerate would have been okay for it, but the gun just became worse now since it has less damage and less fire rate.

LightningStorm All we need is the old damage back and the fire rate will be okay, then no more issues.
