I pay about 2.5K in my currency for a 4mbps connection.... and as in the pic, the ping is 29ms...... speed in above pic is good because I'm receiving 3.6mbps out of 4.... I am Germany. My Serverpings are EU 40-60 / US 120-150 / Asia = 220-240
My "normal" FPS are 40-60 . 20-30 are Lag and Under 20 is "dead"
I can't really help, because i am not specialist.
But i hope i can help anyway.
My Speed is 26 Mbit/s
My Ping is 50-60 and i get 40 Fps
