Regarding your question, since you didn't showed any proof, it's hard for anyone to say whether it was 'hacking' or 'lagging' (lagging sometimes makes someone seem like a hacker) or 'skills'. All these 3 possibilities can be confused and misinterpret with each other unless you provide a better explanation with proof of it.

We all have seen many conflicts that arose from such hack reporting threads. Even in last season, I remember you had to recreate this thread after locking the previous one, and same thing happened again.
So my suggestion will be to remove these threads, and direct people to use the "report/flag" feature, which is present on every profile, post, poll, picture, video, forum post, and forum thread. You just have to bring that feature to life.
These forum posts are visible to everyone, and as soon as the person reported, finds out, a beef starts between him and the person who reported, and that causes a public conflict. Whereas, the report feature will not expose the reporter's identity and hence, there won't be any conflicts.  less

Report page is full of trivial reports, like "He called me a noob" so adding a hack reports to it is not a solution.

The video shows you that he is actively exploiting it. He walks through the walls, thereby getting in-between other players, places a mine and then disappears through the walls again. He repeats the process and naturally passes through the containers, just to appear out of nowhere. He is duping the other players.
If this isn't cheating, then what is?
