I think it is a good idea. I use the jet a lot and other players have been upset with me for using the jet lots. This will cut down on the jet campers and make it more fair for all players. The good players will still dominate but overall this will make it a better game - hopefully.

It is simple, you have to wait for your team members to take a head shot from the enamy. That is a time consuming thing and bad for the warmerise. Nobody wants to wait for this.
